Abstract
Administrative reform introduced by constituent of 2006 in Democratic Republic of the Congo (DRC) restructured the Congolese public function. This is not single; it becomes now bipolar: one has a national character and the other has a provincial and local character. However, this study concerned only the local administrative public function. Created with aim to bring quality services, reduction of distance and financial cost in the framework of proximity public action, provincial and local administration function must observe some conditions for its emergency. It must be based on a juridical framework, which fixes its organization and its functioning. In addition, it must function with personnel having an expertise confirmed. This study analyzes this provincial and local public administration function instituted by the constitution of DRC with aiming to find the reefs that prevented it to emerge since 2006 and propose some perspectives of remediation.
