Abstract
It is truly hard to define law as concrete form. Earlier more international legal Scholars tried to define the law from their points of view. The well-known jurist John Austin well-defined the law as the command of sovereign; Hans Kelsen determined the law as pure theory of law, Eugen Ehrlich, Roscoe Pound, Rudolf von Jhering explained the sociological school of law and law as social justice. Law is clarified in excellent way by Salmond as law is a body of the rules and regulations which are recognized by the state, and it is expected to all that everyone concerned is entitled to abide by the aforesaid rules and regulations. Law is enriched by different sources of law, e.g., legislation, precedent, customs and usages. Here, the focal point of the study is to discuss the law as the union of primary and secondary rules as defined by the great British legal scholar HLA Hart though some critiqued criticized this view.
