Abstract
Phoolay believed that the British being committed to democracy and modernization would eventually find it necessary to come to the assistance of the Sudras and Untouchables and to curb the power of the Brahmans and high caste. It seems t me that what Dr. Ambedkar succeed in achieving were first to bring the issue of the Untouchables sharply to public awareness secondly to develop at least in a secti9on of the Untouchables will to resist caste Hindu dominance and to fight for their human right by providing them with an ideology.
