Commutative matrices, Eigen values, and graphs of higher order matrices preserving Libra value

Abstract
In this paper we put forward a class of square matrices having both, the row sum and the column sum for each row and column remaining constant and same; we call this constant as Libra value. Any two member matrices of this infinite sub-class show commutative property for multiplication. In addition to this, these matrices along with their inverses exhibit stringent property in context to Eigen values and Eigen vectors. We have also shown symmetric matrices which follow some additional properties.
